In Ukraine, this utilitarian approach to nature has dominated conservation policy, favoring game species that bring revenue through hunting permits while neglecting or even persecuting predators and other non-commercial wildlife. However, a growing chorus of scientists, environmentalists, and progressive policymakers are calling for a fundamental shift in how the nation views its wild spaces and the creatures that inhabit them.
The core argument is deceptively simple yet revolutionary in its implications: wild nature should not consist only of species that humans find pleasing or economically beneficial. This perspective challenges the traditional hunting-centric model that has shaped wildlife policy since the Soviet era, when vast forest reserves were managed primarily as hunting grounds for party elites and later as sources of commercial revenue.
The Legacy of Soviet-Era Wildlife Management

Ukraine’s natural heritage, including the Carpathian Mountains, the Danube Delta, and remnant old-growth forests, represents significant potential for sustainable economic development. The country possesses some of the last wild landscapes in Europe, a competitive advantage that could attract nature-based tourism if properly managed. However, realizing this potential requires moving beyond the hunting-focused model that currently dominates rural land management and embracing a more holistic vision of conservation that values all species, including those that compete with human interests.
Expert Opinion: The transformation of Ukraine’s wildlife management philosophy from extraction-based to ecosystem-based approaches will likely accelerate with EU integration pressure, but success will depend heavily on developing alternative economic opportunities for rural communities currently dependent on hunting revenues. Countries like Poland and Romania offer both cautionary tales and success stories that Ukraine should study carefully. The next decade will be critical in determining whether Ukraine’s remarkable wild spaces survive intact or follow the path of degradation seen across much of Western Europe.
